I found an app for what you mention.
It identifies the lowest-cost-per-mile fuel grade based on their respective energy content and prices.
It’s called FuelCOG.
It’s in the Apple Store if you have an iPhone. https://itunes.apple.com/us/app/fuelcog/id901273006?ls=1&mt=8
I guess it will be on Android soon.
