Subject: Fertilizer coulter shimmy

We have a 28 percent nitrogen applicator that has coulters then nozzle behind the coulter to inject the 28. The problem is that the coulters start whipping back and forth and soon wear out the shank they pivot on. We are running around 10 mph. The shaft is 90 degrees to the ground. Should it be tipped ahead or back? What else could be causing the problem. Thanks
