Subject: JD 8100 low horsepower

I have a 8100 at the shop, that will only make 130hp on the dyno. Have tested fuel supply pressure(14psi) replaced fuel filter and inline filter. Manifold pressure @ rated load(14psi) Have pressure checked intake system for air leaks, none found. Tractor shows no error codes. I have had the injection pump off, rebuilt, and reinstalled with still only 130hp. Today, I tested the rack positioning voltage under load and found that it was 2.89volts. At that voltage the rack should be at approx 12mm which the pump shop says is full fuel position under load. Sorry for the info overload, but have run out of ideas, and was wondering if anyone else had run into such a situation. Any advise would be appreciated.
