Subject: True Count clutches

Kinze planter with over 10000 acres on it with true count air clutches. Took all clutches off and cleaned and replaced the white sprockets that looked worn. The springs all looked good. Some clutches still will not stay shutoff. Could springs getting weak cause this? Thanks
