Our 3380 case cart acted same it was a bad electric helper motor. If they have bin sittin sometimes u need to put strait 12volts on them to wind them out to work again. Just a thot. Is ur battery on cart good?
Also check the roller does it turn free? On the metters thers a dimple. If its not in rite place wen installing i locks up the roll by binding it into frame
