In my experience if the closing wheels are leaving the surface a bit rougher (but still getting good seed/soil contact) that sometimes helps more, as here the dirt cracks better along the surface. The worst for crusting I had seen was the old plain rubber wheels in loose tilled dirt that made two nice, straight paths that the ground crusted and wouldn't crack well in the track of the closing wheel.
