My guess is it is the mandatory buffer along with some CRP. I have a farm that when I put CRP along the drainage ditch I got extra dollars per acre on top of CRP for the first so many feet of farmland parallel to the ditch. Ended putting more in than I had originally planned because the payment was pretty good. I could be wrong from this but I think it was kind of some Pheasants Forever thing, which I thought of as a plus because if it actually comes out of their coffers that is money they are paying me rather than using to work against me. Had to plant it to a different cover mix than the rest of the CRP, even though it adjoined the regular CRP.
