you still have to farm to pay your bills, turning over a whole farm for a year or two to see the yield of no till or covers is for sure a fail to them.
the soil has been beat into non functioning soil for a lot of decades its going to take time to build it back to working soil

take your farm and use a couple percent or on a couple fields the first round of a sprayer in the middle of the field. do your normal tillage going across the field, lift skip area and set down on other side and finish.
come back and do whole field with normal herbicide program and planting program.
come back to area and try with a simple 3 pt spreader to cover crop that strip in a couple fields.
after harvest that strip gets maybe more covers depending on your climate and no tillage.

repeat for 5 years adjusting and trying some things as you go.
