Two things come to mind 1) your setup for Field IQ is not set correctly. 2) the wiring from the Field IQ to the Raven control valve has a problem.

It sounds as if you have tested the Raven control valve with another source. Connecting the green and yellow wires directly to a battery may cause the valve to move (unless it was either fully opened or fully closed. The valve should turn until it reached the fully closed position and open to about 80 degrees travel (not the 90 degrees one might expect). It should take about 8 seconds for the valve to go from one extreme to the other. It should then stop due to its internal limit switches. Reversing the wires should cause the valve to move in the opposite directions and stop.

If the valve continues to turn and run around in circles, the internal limits switches are bad and the valve needs repair or replacement.

To test the wiring and output of the Field IQ. Put a volt meter between the two wires that would connect to the control valve. Put the Field IQ in manual rate control and hold INCREASE. You should see around 12V on the meter. If you push DECREASE you should see 12V of the opposite polarity on the meter.

These tests should tell you if your problem is with the control valve or Field IQ.
