3-5" rye is nothing. Do not overthink this. Can you notill with your planter? Proper down pressure and good closing wheels available? If it is dry standard closing wheels would probably be adequate at any rate. Plant deep like 2.0-2.25" and spray after planting. Sidedress N early if you can't get any on at planting. Not sure why you are talking about waiting to plant.
