You will need to provide a lot more information if you want quality answers.

Is the corn leafing out under ground? Did it sprout and die? Did the seeds just fail to germinate? Or is it just that some seeds are emerging before others?

Why do you want to work bean stubble twice? Can’t you just hit it once with a spring pass with your soil finisher?

Why do need to run the closing wheels in the second notch on tilled bean stubble?

Have you tried any different closing wheels like Schaffer Zippers or poly twisters, etc.

Did you use any pop up fertilizer in furrow? Or get a cold rain right after planting? Did the soil above and around the seed get too dry?

Please tell us more about the conditions at planting time and shortly thereafter.
