If you're going to incorporate the pendimethilin, i think you need to be doing that pretty soon after you spray it. Or you can do all your tillage before spraying it, and spray pendimethilin and diuron to try to keep it clean until you plant. Diuron isn't allowed to be incorporated though, so don't spray it until you're done with tillage.

After you plant, spray Reflex and more pendimethilin (spray a pint early and another pint per acre behind the planters.) If there's any broadleaf weeds emerged, control them at this time with paraquat.

This is pretty much what we do. I'm assuming these products are all available and legal to use in your country.
