I built cabinets for hundreds of FHA houses in the 80s. One builder added a few square feet to the foundation of one of the standard plans for a friend he was building a FHA home for. Was going to build the house for price of approved sq footage. Inspector would not approve. Had to change foundation to FHA approved plan. Seemed ridiculous at the time and still does.
When it is rotten, it had to go.
