Gonna jump in here, but its my personal opinion that 2018 was too low and that balanced out 2019. I'm not gonna sit here and bash the USDA, but im also not gonna sit back and say it is what it is. I think there are improvements that could be made so we don't end up in this predicament again. But alas, we are talking about government here.
