New or reman inj doesn't mean anything anymore, ive seen inj junk out of the box.
Running the overhead doesn't cost anything if u have the tools and skill. Cummins recommends the obc method now.
Read up on stc, maybe they have some testing procedures. I don't remember its exact funtion anymore and ive never had issues with it yet.
