Probably the idea is to start crop insurance.
No crop insurance until planted.
Too dry to plant is not usually a valid Prevent Plant situation.

Looks like rain is on the way.


I wouldn’t trust the 10 day especially if it’s been dry in his area. If you pay attention they’ll show above normal precipitation then dry up as it gets closer. It’s hard to break the cycle when it’s that dry.
