Dad has always said it's easier to put them in moisture than to try to put them above the moisture.  3" deep here would be a near guaranteed disaster, either from rain or from running out of moisture on at least some of it so it didn't come up before a rain, then the rain would seal the deal and it wouldn't come up.  3/4"-1 1/4" is usually plenty.  Saw plenty of guys on here that say they don't change depth going from corn to beans.  Beans will have to get stronger at pushing for that to work here.
