Correct.  A new filter provides the worst filtration since it passes the largest contaminants and the most of them.  Early filter replacement just raises the average contaminant size the system is exposed to which equates to more wear in general.

Yes, when there is a filter restriction sensor that triggers when there is excess restriction on the filter; the higher restriction warning goes off before the filter bypasses.  When there is no monitor, change it at the next regularly scheduled interval.
