The marginal tax rate on that RMD is dependent on how much and what type of other taxable income the couple has. $17500 could be high, low or accurate. The RMD is calculated from the applicable account balance(s) on Dec 31 of the prior year. Account balance over time is immaterial. The one day snapshot is all that matters.
