Is the 12v where the harness plugs into the solenoid on the pump? Take the solenoid off the back of the pump, there's a nut on the back of the solenoid, and use a very fine Emory cloth to clean the plunger & see if that helps. The plunger tends to get corroded & the solenoid won't energize it.
