| With pump switch "on" try increasing / decreasing.pressure & see if voltage changes coming out of the black box.. Ours was ]volts coming out of the box as well, replaced the cable then was able to jet voltage at the pump. It's a Ravens part# but have been told it was proprietary to CIH.
The way they wired the sprayer is ridiculous, could be so many things but my understanding is the pump switch at the fill station is the master switch & overrides the switch in the cab.
Dies your sprayer have AIM? If so find the red relay under the cab& try tapping on it with pump switch on. Relay is for the AIM but if bad will keep pump from operating. On our 3310 it was loosely mounted & would bang against the front axle
Over the years the banging finally took it's toll
