To be clear, is AC Delco covering the pump? It sounds like they are.
The initial repair does not sound out of line and it is debatable as to whether use of the old pulley had any contribution to the failure. For those reasons, I say the customer pays for the new pulley regardless.
The labor is subject to the following specifics of the situation.
Was there any specs that needed to be checked with using the old pulley? If yes, but if they were not followed, then shop eats all.the labor.
A light press fit without notification to the customer would result in the shop eating all the labor.
A light press fit with customer and shop signing off as an approved repair, labor gets split. With this repair, I would liked to see the shop provide some additional assurance by using a retaining compound approved for the application.
The only way I approve of the customer paying for all the labor would be if a new pulley was installed for the initial repair after noticing the loose press fit.
