NW Central Ohio
Number #1...Spray that flower garden in the fall with glyphosate after the leaves of all the ornamental plants except the winter annuals are dead. Number #2...Get any weeds you missed in the fall, or have emerged in the spring....with a dose of glyphosate in the spring. Number #3...Get some Preen or Prowl down. Don't know what they can be used on, but most everything is safe from Preen. Number #4...Mulch the snot out of it with some fine ground mulch. It takes a lot of work...but you do it once...and never do it again the rest of the summer.
