Here is a picture
from the way the picture looks,seems the neighbor only keeping water back a few feet.. from tree line back looks higher elevation than field. In the end they will just fill it all and won't see a berm i would look at getting drainage somewhere else.. Can't see where they really stopped water flow as once it gets to tree line will stop anyway.
possible trying to keep chemicals off his land..
be careful how you pursue this
