Texas | What do any of the things you mentioned have to do with knowing how to hunt safely except possibly the military service? I think there are similar regulations in most states. I get it, taking Hunter Safety is a hassle particularly if you have been hunting your entire life but I can think of several people who meet nearly every criteria you mentioned that I wouldn't trust hunting without some sort of instruction.
