Near Intersection of I-35 & I-90 Southern Mn. | Don't have much time but these pictures seem to show what I would expect they should yet the air valve box seems to be operating backwards.
If you disconnect the 6 pole connector to the air valve box and have a good supply of air, does the valve box send air to the clutches? It should not. With the air valve box reconnected and Master ON, Section switches 1-4 ON, auto swath OFF and the planter DOWN, it should not send air to the clutches.
