Subject: "Rolled Lapels" meaning?

ND
So watching Barney Miller and Harris tells the mover to "put them(suitcase and bag) neatly over there" and later says "Neatly! There are rolled lapels in there!".

So does it just mean a hand made suit or something else?

Episode is from 1/5/1978.
