I could see something like this happeing. You know Madoff was exposed due to the last market crash and they said if it had not happened he would have kept it going. When this next downturn hits it will expose all kinds of stuff probably far worse than Madoff. When the next crash hits it will take everything down with it, gold, silver, stocks, everything.
