Pretty sure pre cancelled stamp are just your imagination but even if they are reality the election would be able to tell the difference between them and a regular postmarked stamp and would flag them instantly. So not buying that line of BULL$#1T either. The US Milatary does not hand deliver each ball at to the home precinct of the voter, so yes at some point it hits the postal l system. Well at a minimum our elections should last a week but I can live with a month if you want.
You are completely wrong. I have a postage meter right here in my office. The stamp include the date. Look at your mail today coming from a large business. See if you can find where the postage meter stamp and date has been cancelled by the postal service like a normal stamp. You won't find it.

Here is what it looks like Oversee military are not required to use any postage for mail. So there is nothing to cancel, i.e. date, by the Post office. It be different now, but i remember in the 2000 election mess in florida a lot of overseas military ballots had no postmark and the Gore team tried to exclude them but were unsuccessful. It may be different now
