Yes. From what I understand, estates/trusts will be reevaluated every so many years. Any increase in value will be taxed as capital gains.

This is extremely bad news for agriculture and will hurt many operations. I don't understand how you tax a gain that hasn't been realized. I would hope the Supreme Court would have something to say about it, but the process has begun to stack it.
