That tractor is far from new and may not have the correct brake parts in that final drive. There's different thickness brake disks and backing plates depending on which serial number, final drive, etc.
So it may be too tight of clearance.

Could be a brake pad delaminated and stacked up against another pad.

Could also be a damaged brake line? See that one a lot.

Luckily those finals come off easy and the brakes are simple.
