NE SD | I pulled an implement the company claims to be 16' through an underpass the state claims to be 15'9" and had well over 6" of clearance last week. Probably a foot I never really checked other than watching out the back window of the truck, just started in very slow. Came out of WC MN 160 miles away with it. Never had any issues with wires in towns. Most towns have gotten rid of overhead lines completely on major roads.
Best off taking state highways on my experience. Most have nice wide shoulders so you don't have to constantly slow down or stop meeting people.
