Mechanically is the only way. Plants don't break hard pans. If they did there wouldn't be any. There are places here in Nebraska that you can still see the ruts from wagon trains. If 150 years of vegetation can't destroy that compaction a decade of cover crops won't help either.

That's because there's only grasses around those ruts. Grasses are compaction makers. legumes like alfalfa and clover or brassicas like tillage radishes will work over the compaction layers.
