Kolorado | Like Todd in CO, i'm in the gray not much change area on the KS side.
Our wells don't drop very much, but KS scares the crap out of us with how they word our water. They say we have little to no saturated thickness, so when the poop hits the fan, they'll most likely shut us down first.
As far as use, KS is the strictest of all states for rules. Pivots and drip irrigation are about the only changes people have made to use less water, plus the state made us put on water meters on in the 90's and we can only pump as much as they say we can. Go over your water rights limit, you can get fined, and if you keep being naughty can lose your water rights. Guys take the rules very seriously, lose your rights, you just lost 2/3's of your land value.
