Absolutely could be an internal leak. Cylinders can be and many times are an internal leak. I threw out the electric thing because I didn't know your machine but a bad ground or connection could cause a " voltage" leak that might cause a solenoid valve to seep.
Basic hydraulic principles and actions are the same from machine to machine. Pilot hydraulics can be a bit more complex.
It could be something like dirt or debris build up that will not allow a valve to center up fully ( go to neutral all of the way).
