I would say it depends on the type of fires you typically have. If its a grass fire, in my opinion water with foam injection system is best. If you deal with trees, CAFS might be better.

The way we fight grass fires, two trucks running together running just water works great. The first one knocks down, seconds catches misses and cools things down. Best is a third to mop up if available. A neighboring department has a couple CAFS units, but they are primarily in the trees. I personally haven't been overly impressed on wildland fires. They work good on structure fires. I've seen them use CAFS on a down tree, and about an hour later it was smoldering again.
