Boost psi on a 6NZ had some to do with humidity and incoming air temp I would not worry about it. I noticed in my 03 379 that it produced more boost in 7 or 8 the than 9th or 10 the gear why????? But it ran right up there with any other Cat in its power range. I wouldn't sweat it. Put a pyromeyer on it much more important than a boost gauge and much easier to catch a fuel filter or fuel problem. Check exhaust ports for temps with a temp gun if close to even nothing to worry about.
