I heard a story of an apartment resident in TX, pipes burst somewhere so the whole complex was off except for one outside hydrant. They were carrying water up the stairs in a cooler to flush the toilet, and filling the tank, not knowing or caring that you can flush with a lot less water if you pour directly into the bowl. I thought that was common knowledge in "multicultural urban areas".
