I used to halter a couple of calves when I was quite young.They were more like 300 lbs and not 700.You might have a hard time with a 700 lb animal because they are so darn strong and strong willed. You might need some Rompun at this size.(:.
Find a right angle corner(so the only have so much side to side movement.) Halter the steer and tie him to the corer for no less than 4 days before ever attempting to lead him.If it takes 2 or more weeks of being in the corner untill he earns respect of that halter, that is what you will have to do. Respect and comfort for you and that halter rope is what it is all about.Give him enough slack to lay down and get up and eat etc.but not enough to tangle and hang himself. You have to spend time with them to build trust and respect for you and you for him.Talk and feed him at the same time. When you finally do get him to lead he is going to fight you. Lead the calf with halter rope at calf eye height at first with only 2 or so foot of rope slack., when he decides to fight you lift the halter rope up high lifting his head to gain control of his fighting you or he will drag you across the yard and be gone.
