Keep him in a small pen if possible. Have your son sit on a bucket with the feed pan on his lap and make the steer come to him to eat. Takes a week or so and he'll calm down.

Do the same with water. Carry a 5 gallon bucket in and make steer come to you.

Put a lead on the button halter and slowly walk him around in an enclosed pen. Just takes time to get the steer to trust your son. Some cattle take longer than others to get there.
