Thats a big steer to start breaking. Have a chute to run him in? Or better still, a gate to catch him behind with a good corner post? I'd put him behind the gate and get the halter on him then just tie him in that corner and open the gate back up normal and watch the rodeo. Leave him tied up all day with enough slack that he doesn't hang himself if he flops and goes down but not to much. Tie him about waist height the first few times and make him stay all day.

Once you get him where he isn't constantly fighting the post you can move his tie spot up so it forces him to keep his head up.

Then you've got to break him to lead... a calf that big is gonna be a bear unless he's just super mild mannered and wants to do it.

Ask back about that in a few weeks once you have him halter broke...

I'll runout to the barn and take a picture in a min.
