Can’t speak to tilling it down, but if planting in to it, I like to plant green. Weed control is well worth the cost and management. We started out at a bushel an acre, went as low as 45 lbs, don’t have a heavy mat to plant through. Have gone back to 70 plus lbs this year for weed control,we will see how it works. The weed control is real.
