At least with the mounted Power Brooms the unit is.angled much like a Snow plow. This helps control the aggresiveness. Tend to go back and forth moving the windrow instead of just pushing forward.. Tried a flap type once. The harder and smoother the suface the better. There is a reason most are 16" or less in width. The optional gauge wheels help but still hard to control.
