This demonstrates how congress and the courts have delegated too much power to unaccountable executive agencies. The EPA should not have the power to change the the implementation of the law back and forward with every change of administration. Administrators not following the law should be prosecuted/fined/something to stop this complete abuse of the law. Same with deportation of undocumented noncitizens or whatever they are called now. The f-ing law should be the f-ing law.
