Northern Nebraska | Either sulphur reducing bacteria in the water heater or a chemical reaction with the anode.
Test by putting a cup of hydrogen peroxide in the water heater or upstream of it. If the smell goes away it's because it killed the bacteria. This is only a temporary fix. Weeks to a month. An applicator can be installed to keep injecting this weekly to keep the water heater disinfected.
If nothing happens to the smell with the peroxide you need to swap anodes for one of a different metal.
If that does work install a propane water heater.
