I'm guessing you are talking confectionery flowers.   If so, I'd say you are going to have a tough time getting the seed weevils within acceptable levels.   I had trouble with that and I sprayed, and they were still bad.   No one likes a sunflower with a worm in it, and when I quit the rule was at 3 we discount and at 5% we reject.
