ERCOT, and the other RTOs, are not government entities. They’re private non-profits that operate for/by their members, which are mainly electrical utilities. They’re lightly regulated.

These were formed following the electrical grid deregulation of the late 1990s. Utilities presented them as an alternative to federal oversight or management, and the politics of the time supported that approach.

Evidently the members of ERCOT feel those board members are the most appropriate for the job. The board members of the various power utilities certainly don’t all live in Texas.
