Then why do numbers from the UN show the United States is the only one actually reducing emissions? All the other countries are at most slowing their increase. They also said the US could go to 100% zero emissions and 90% of emissions would remain in the world.

There are so many sources of natural carbon and other emissions that we will never get rid of it. Nor should we. But there is no money to be made that way.

Edit to add link. I noticed the EU is slightly reducing also, but not to the extent of the US.
