Here is an older article with a chart of subsidies(about 3 paragraphs down). EU at 70% is the highest subsidized/highest guarantee available. The subsidies drop off is gradual enough though that the higher EU levels are normally worth it.

SCO is subsidized at the 65%. I believe ECO is similar. In general the programs were designed so that farmers receive more in indemnities than they pay in premium. This also means from a private actuarial standpoint no insurance company would/could administer a crop insurance as structured.
