I can follow your line of logic. It makes sense.
Perhaps, USDA should be thought of as the "prosecuting attorney" in this trial. And the defense in this trial has a very inept "public defender", giving way too much advantage to the prosecution. Putting us, the defendant in a predicament. Maybe that's a better analogy. ;)
